Yes. WebP stores an 8-bit alpha channel in both its lossy and its lossless mode, so the 256 levels of opacity a PNG can describe all survive. This is the practical difference against JPG, which has no alpha channel at all and forces transparent pixels onto a solid background.

The file is written in WebP lossy mode at quality 0.92: the alpha channel is preserved, but the colour data is re-compressed and the result is not pixel-identical to the PNG. For icons that must stay exact, or for images you will keep editing, hold on to the PNG as the master copy.
It depends on what the PNG contains. Photographs and detailed screenshots saved as PNG usually shrink dramatically, because PNG is a poor fit for that kind of content in the first place. Flat graphics with a handful of colours already compress well as PNG, so there the saving is far smaller and occasionally negligible.
