JPEG was standardised in 1992 for photographs. It stores one brightness channel and two colour channels, and the specification defines no alpha channel at all, so nothing inside a JPG file can record that a pixel is see-through. Every PNG to JPG conversion has to choose a background colour before encoding.
Transparent and semi-transparent pixels are composited onto white, whatever theme your browser is using. Soft edges blend into that white, so a logo drawn for a dark background will show a pale fringe. Convert to WebP instead if you need the alpha channel preserved.
Usually not. JPEG works on 8x8 pixel blocks and compresses colour more coarsely than brightness, which is the wrong trade for thin text and sharp interface lines. Screenshots stay smaller and cleaner as PNG or WebP. JPG pays off on photographs, where the noise it adds hides inside natural detail.
