Because a PNG is already compressed as well as PNG knows how. The format applies a per-row prediction filter and then DEFLATE, both lossless, so a second pass has nothing left to find. Dedicated PNG optimisers only win by reducing the colour palette or trying smarter filter combinations, and neither approaches what a lossy format achieves. WebP lossy mode carries the same 8-bit alpha channel, so transparency survives while the file genuinely shrinks.
It depends entirely on what the PNG holds. Screenshots and photographic images stored as PNG usually collapse by 80 per cent or more, because PNG is the wrong format for that content in the first place. A flat icon with a handful of colours already compresses efficiently as PNG, so there the saving is modest and occasionally close to nothing. When the result would not be smaller, the original comes back untouched.
