01Can a HEIC photo really become a NEF raw file?

Not in the meaningful sense, and no converter can change that. A real NEF stores what each sensor photosite measured before the picture existed: single-colour brightness values behind a Bayer filter mosaic, at 12 or 14 bits, before demosaicing, white balance and tone mapping. A HEIC is the finished picture after all those steps, and they are irreversible. Every HEIC to NEF converter, this one included, therefore produces a NEF-structured container holding developed pixels. The difference is that this one tells you.

02What exactly does this tool produce?

A valid TIFF file with the .nef extension, which is faithful to the format: NEF is built on the TIFF container. Your photo is decoded from HEIC and stored as uncompressed RGB pixels, with a metadata note stating that the file holds a developed image rather than sensor data. Software that reads NEF through its TIFF structure will open it; raw developers that check for Nikon camera signatures may reject it, exactly as they would reject the output of any other converter.

03Why would other converters not mention any of this?
